COLORADO PASA SUPPORT | DD & SLS WAIVER | EPSDT PBT | HCPF & CDPHE
The PASA process is complex.
We've helped organizations just like yours navigate it.
APPLICATION SUPPORT. POLICY DEVELOPMENT. MEDICAID ENROLLMENT. POST-APPROVAL OPERATIONS.

Approval is only the beginning.
State guidance explains what is required. It rarely explains how to build an organization around those requirements.
Becoming a PASA is a significant milestone. But approval alone doesn't build a successful provider organization. The systems, workflows, documentation, and policies that support day-to-day service delivery have to be built deliberately — and they have to work in the real world, not just on paper.
Rather than simply helping providers become approved, we help them build organizations prepared to succeed long after approval.
We guide applicants through the full PASA approval pathway in four phases.
DISCOVERY
We learn about your organization, your services, and your goals. You receive a customized proposal outlining scope, timeline, and investment.
INTAKE
Once engaged, we formalize the agreement and hold a kickoff call to align on priorities, timelines, and the documentation we'll need from you.
Application Process
From Letter of Intent through CDPHE submission, state review responses, policy review, readiness preparation, on-site survey support, and Medicaid enrollment finalization with HCPF. EPSDT support available as an add-on.
Post-Approval Transition
Approval is the milestone. Sustainability is the goal. A 3 or 6 month subscription helps new PASAs move from approved to operational — enrollment, infrastructure, and compliance stabilization included.
We've run the systems we help you build.
All four PDG owners are BCBAs or BCaBAs with more than 50 years of combined experience serving Colorado's HCBS and I/DD populations. Our team includes former PASA operators, clinical leaders, managers, and administrators.
Since founding PDG in 2020, we've supported providers through PASA applications, EPSDT enrollment, policy development, Medicaid enrollment, and operational systems across a range of service types - behavioral, residential, home modification, and more.
We monitor regulatory updates, attend provider trainings, and maintain active awareness of changes across Colorado's HCBS landscape. When regulations shift, we know about it.
